Against the background of the conflict over Ukraine, Russia handed over to the United States a list of requirements for security guarantees. US Assistant Secretary of State for European and Eurasian Affairs Karen Donfried, who is on a visit to Moscow, received specific proposals, said Assistant to the President of the Russian Federation Yuri Ushakov on Wednesday, December 15.

Earlier, Russia reported that Russian Deputy Foreign Minister Sergei Ryabkov, during negotiations with Donfried, reiterated that Moscow insists on receiving written guarantees from NATO that it will not expand further to the East. According to Ushakov, Russian President Vladimir Putin hopes for a positive reaction from Washington and NATO to Moscow’s proposals.

Security guarantees

On the eve, Putin called on NATO and the United States to immediately negotiate security guarantees for Russia and demanded legal security guarantees for his country. He stressed that further expansion of NATO to the East, as well as the deployment of weapons systems in Ukraine and other neighboring states of the Russian Federation should be ruled out.

The Kremlin had previously demanded security guarantees from NATO, insisting, in particular, on the inadmissibility of Ukraine and Georgia being admitted to NATO. Currently, there is no question of admitting these two countries to the Western alliance, but Ukraine is very closely cooperating with the West, especially with the United States.

Recently, relations between Russia and the West have noticeably aggravated due to the conflict over Ukraine. Against the background of a massive transfer of Russian troops to the border with Ukraine, the West fears that Russia will start a war against this country. The Kremlin, for its part, accuses Ukraine of building up arms with the help of the West and criticizes NATO for conducting maneuvers near Russian borders.
