Russia is united, and there is no one to attack – Kommersant newspaper No. 175 (7137) dated 09/28/2021

On September 27, Russian President Vladimir Putin met via video conference with the leaders of the United Russia (ER) electoral list, as well as with the leaders of the Russian government – its chairman and deputy prime ministers. Special correspondent “Kommersant” Andrey Kolesnikov – about why the president needed both meetings on the same day.

From the meeting with the leaders of the party list, it immediately became clear what was already clear: the main persons involved remain in their posts.

Vladimir Putin’s gratitude to Sergei Lavrov, Sergei Shoigu, Denis Protsenko, Elena Shmeleva and Anna Kuznetsova seemed to know no boundaries. True, if we consider how many warm words they heard from the president in the seven minutes while they were witnesses to his public monologue, one could assume that they would not remain in debt and would work out advances directly in the State Duma.

But everything turned out to be more interesting.

“Taking into account the moment, it is clear when from the headquarters of United Russia, I heard it myself, saw it with my own eyes, joyful exclamations of“ hurray! ”Are heard,” the president stated, “but what I would like to note here, dear colleagues, friends: as you know , this victory battle cry is of varying quality.

It is one thing when everything has already been done, done and we are standing on the ruins of the fortress of the defeated enemy, victory is ours, and another thing is when we go forward, into the attack, into the battle, into the offensive, we are determined to win, but we have not done everything for achieving the ultimate victory.

And now this is exactly the situation.

In general, Vladimir Putin came up with a business for them. It’s just that no one except him could have come up with it, since hardly anyone other than him could like it. For it turned out that we are now dealing with new centers of power. From where, apparently, the main offensive will develop.

– It seems to me correct that you will head commissions in United Russia itself, specially created by the United Russia party, – Vladimir Putin wanted to personally talk about how everything will be now, and for this, presumably, he spoke now before “ five “; in addition, he intended to give super-heavy administrative weight to this decision. – Sergei Kuzhugetovich Shoigu – he personally told me about this many times and publicly announced this to the whole country, namely the development of Eastern Siberia, – will lead the party development commission as times of Eastern Siberia. Sergey Viktorovich Lavrov – by the commission for international cooperation and support of compatriots abroad. Elena Vladimirovna Shmeleva will head the commission on education and science, Denis Nikolaevich Protsenko – the commission on health care, and Anna Yuryevna Kuznetsova will head the commission for the protection of motherhood, childhood and family support, and will also directly, directly coordinate all this direction right in the State Duma itself.

The point was, of course, that the Russian president wanted to remove the taint of cynicism from what was happening in the elections, when the “first five” United Russia showed itself – and went about its usual business.

This would indeed be a demonstrative disdain for people who have ceased to be voters.

And now party commissions are entering the scene.

In fact, there was not much to come up with here. In the Central Committee of the CPSU, as well as in regional and district party committees in Soviet times, there have always been such commissions that competed with similar structures of executive power and even rather hovered above them. Vladimir Putin took advantage of someone else’s and familiar experience, and now Sergei Shoigu has much more chances to realize, for example, his favorite idea – to build a bridge to Sakhalin. You will have to listen to him, otherwise it will be possible to talk in a different way. Nobody canceled party discipline.

From this point of view, the subsequent meeting of the President with the Prime Minister and Deputy Prime Ministers also looks logical. After all, it is the deputy prime ministers who are direct competitors of the heads of the new commissions (and Dmitry Medvedev, as the chairman of the United Russia party, is no longer a stranger to Mikhail Mishustin).

And the deputy prime ministers had to be explained that they now live in a new reality, in which they have curators from the Central Committee.

Perhaps only Sergei Lavrov will have to supervise only himself.

“I would like to draw your attention to the following: after the amendments were made to the Constitution, the role of interaction between the parliament and the government has certainly increased,” Vladimir Putin said bluntly. branches and legislative … It has also increased significantly!

That is, they themselves may not be approved to begin with.

“I just met in the same online format with the leaders of the United Russia’s list and told them: I heard the battle cry“ Hurray! ”After the election results were announced in some headquarters,” the president continued about the most ill now for his colleagues from the government. But for us, in order to confidently say that we have achieved all the goals, still “hurray!” it’s too early to scream. The enemy hasn’t been defeated yet! And who is our enemy?

Nobody answered him, of course. The picture on the screen seemed to freeze. After all, the enemy could be anyone.

“The poverty of a significant number of the population,” the president reminded about the eternal enemy of the state. “Unresolved problems in the health care system, education, in the development of infrastructure … We have something to work on … Here is our main enemy!

Vladimir Putin made it clear what meaning he actually attaches to his idea:

“We will also talk with some colleagues today in different formats,” he promised, meaning, obviously, point-to-point, personal work with the deputy prime ministers on this issue. the meeting of Mikhail Mishustin with his subordinates. A.K.) … I did not eavesdrop on purpose, not on purpose (so, I accidentally eavesdropped on it. – A.K.) … But I heard how you are actively discussing the issues of solutions to current problems. We discuss them every day, and I was very pleased to note that this working intensity, fighting, does not disappear anywhere, but, on the contrary, is clearly on the rise …

Yes, in general, Vladimir Putin liked everything.

And that, all is well with him.
