Russia proposes to create lists of goods that, under any circumstances, cannot be subject to the sanctions of the UN Security Council. This was stated by the First Deputy Permanent Representative of Russia to the organization Dmitry Polyansky.

“It would be possible to think about preparing lists of goods, but not separate names, but, for example, international codes of the commodity nomenclature, which under no circumstances should be on the prohibition list,” the diplomat said at a meeting of the Security Council (quoted by TASS ).

According to the diplomat, many of the current Security Council sanctions no longer correspond to the current situation and interfere with the plans of national governments in the field of state building and socio-economic development. Among the countries subject to such restrictions, he named the Central African Republic, Sudan and Guinea-Bissau.

Polyansky also criticized the practice of imposing unilateral sanctions, saying that it violates the prerogative of the UN Security Council and is regarded by Moscow as “infringement on the sovereignty of states and interference in their internal affairs.”

Since 1966, the Security Council has imposed sanctions 30 times, both against states and organizations, according to the UN. They range from comprehensive economic and trade sanctions to more targeted restrictions such as arms embargoes, travel bans, financial restrictions and restrictions on commodity trade.

There are currently 14 UN Security Council sanctions regimes. They are aimed at supporting political conflict resolution (for example, in Libya, Mali, South Sudan and Yemen), nuclear non-proliferation (in Iran and North Korea), and the fight against terrorism, among other things. Each sanctions regime is carried out under the leadership of a specific sanctions committee, headed by one of the non-permanent members of the Security Council.
