On Thursday, the Ministry of Foreign Affairs of Russia once again expressed its displeasure with the attempts to exclude it from the Armenian-Azerbaijan settlement process. The official representative of the Ministry of Foreign Affairs, Maria Zakharova, made a broad statement and accused the Armenian authorities of trying to discredit the role of Russia.

The comment talks about the “non-alternative” role of Russia in the settlement issue. The complex of tripartite agreements, consisting of the statements of the leaders of Russia, Azerbaijan and Armenia dated November 9, 2020, January 11 and November 26, 2021, and October 31, 2022, is an irreplaceable “road map” for the reconciliation of Baku and Yerevan.

“We consider the attempts to reject these important documents extremely dangerous. Such a step will inevitably lead to serious risks, first of all, for Armenia itself.”

“Unlike Russia, the United States and the European Union are not trying to bring peace and stability to Armenia and other states of the South Caucasus, their task is completely different – to suppress us and other regional players, to create a new source of tension after the Balkans, the Middle East and Ukraine.”

“We cannot fail to mention a number of actions of Yerevan, due to which it was not possible to fully implement the tripartite agreements.

At the summit held under the auspices of the European Union held in Prague in October 2022, the Armenian side changed its position on Karabakh by 180 degrees, admitted that it belongs to Azerbaijan, and at the same time, – according to the opinions of advisers from the European Union – at least the rights and security of the Armenian population of this region are properly he “forgot” to mention the importance of ensuring This decision fundamentally changed the situation in the area where the Russian peacekeeping contingent is stationed.”

“The use of the Lachin corridor by the Armenian side to transport weapons to Karabakh in violation of the tripartite agreements and Yerevan’s unwillingness to ensure the complete withdrawal of Armenian armed forces from the region also had a negative impact, which led to armed clashes in September of this year.”

“On the issue of opening transport communications, it is Yerevan that has repeatedly “frozen” the reaching of specific agreements through the tripartite working group under the co-chairmanship of the deputy prime ministers. “Basically, for several months now, the Armenian side has refused to comply with the provisions of paragraph 9 of the high-level statement dated November 9, 2020, and has been preventing the start of work on the restoration of the railway connection between Azerbaijan and Armenia.”

The real work on the delimitation of the border between the two countries with the help of Russia has not yet started. The Armenian side refused the mechanisms of the Collective Security Treaty Organization regarding the stabilization of the situation in the border zones for the sake of the invitation of the European Union mission.

The delay in the implementation of the mentioned decisions of the leadership of Armenia, Azerbaijan and Russia is “a direct result of the inconsistency of Yerevan’s actions, not Moscow’s policy, as some claim.”

The way out of this difficult situation is clear – to return to the implementation of tripartite agreements.

“We confirm our proposal to hold the next round of negotiations on the peace treaty between Armenia and Azerbaijan in Russia in the near future,” the statement reads.
