The UN Security Council convened, and Russia vetoed the condemnation of the invasion of Ukraine while China abstained – a move that Western countries saw as the success of international isolation on Russia. The United Arab Emirates and India also abstained and the remaining 11 members voted in favor. A permanent member of the Security Council, with a right of veto under Article 27 of the UN Charter, and when he does so, it may frustrate a decision.
