Kyrgyzstan claims to respect sanctions imposed on Russia

Kyrgyzstan, suspected of re-exporting equipment usable for military purposes to Russia, on Thursday denied helping Moscow circumvent Western sanctions imposed following the invasion of Ukraine, while admitting the “ possible » involvement of private companies.

The Central Asian country’s intelligence services, economy ministry and prime minister have denied exporting sanctioned goods to Russia.

Other former Soviet republics, but also Turkey, China and the United Arab Emirates, are suspected of importing, particularly from Europe, then exporting embargoed equipment to Russia, the electronic components of which can be reused by the Russian military-industrial complex.

In a statement, the intelligence services “affirm with certainty that neither the Kyrgyz state itself nor any state structure or company is involved in the violation of the regime of compliance with the restrictions imposed by the United States and Western countries against Russia”.

However, he recognizes “the possible involvement of private companies” without their knowledge and ensures “investigate to put an end to it”. Kyrgyzstan’s overall exports to Russia increased by 145% between 2021 and 2022, according to Kyrgyz Customs.

The Ministry of Economy has reacted to the recent seizure in Kazakhstan, according to local media, of 14 Chinese DJI Agras T30 drones, a model used in agriculture, considering that it was the “only export control violation”.

The Prime Minister has promised to take action “so that sanctioned products do not cross the Kyrgyz border and do not go where there are sanctions”.

According to a joint survey of the site Important Storiesthe Organized Crime and Corruption Reporting Project and the German magazine The mirrorthe results of which were published in May, Russian industry and military obtain the electronic components and drones they need through countries « amis »especially Kazakhstan.

In recent months, several American representatives and diplomats have visited Central Asia and threatened secondary sanctions, while acknowledging the delicate position of the countries of the region vis-à-vis Moscow.

A Kyrgyz company was recently sanctioned by Washington and two Uzbek companies were blacklisted by the European Union. The sharp increase in exports to the republics of Central Asia since the start of the conflict in Ukraine also concerns France. They increased by 46.5% between 2021 and 2022 to Kyrgyzstan and by nearly 85% to Kazakhstan, according to French customs data.
