Recently, a photo appeared online showing the body of a Ukrainian prisoner whose head and limbs were cut off by Russian soldiers.
This horrific incident prompted an immediate response from the Ukrainian Ombudsman Dmytro Lubinets, who contacted the International Committee of the Red Cross (ICRC) and the United Nations (UN). Lubinets also contacted Ukrainian law enforcement agencies to investigate the crime and identify the victim.
The Ombudsman stressed that this act not only violates the Geneva Convention relative to the Treatment of Prisoners of War, but is also an act of extreme cruelty. According to international humanitarian law, prisoners of war cannot be subjected to physical injury, violence or murder. Lubinets noted that such actions are unacceptable and require an immediate international response.
Lubinets also expressed the opinion that Russia, by distributing such photos and videos on social networks, is trying to intimidate Ukrainians, both civilians and soldiers. He recalled that the responsibility for the treatment of prisoners of war lies with the hostile state, in this case, Russia. This means that not only individual soldiers, but the Russian state as a whole is responsible for these atrocities.
Lubinets’ appeal to international organizations is aimed at recording yet another human rights violation by Russia. He called on the ICRC and the UN to conduct a thorough investigation and bring those responsible to justice. In addition, Ukrainian law enforcement agencies should conduct an investigation to establish the facts and the identity of the murdered prisoner.
