The Southern African Development Community (SADC), bringing together 16 southern African countries, met for an extraordinary summit on Saturday, November 4, in Luanda (Angola). During this summit, SADC reiterated its support for the elections through the deployment of the electoral observation mission for Madagascar and the Republic of Congo. Both countries are holding their elections this November and December.

As planned since last August, a SADC electoral observation mission will be deployed to the country between October and November 2023. After undertaking a pre-electoral assessment mission last July, the SADC electoral advisory council had indicated that he was going to present his report to the authorities. This report was to be shared with the government, through the office of the national focal point, with the Malagasy Ministry of Foreign Affairs and with the Independent National Electoral Commission (CENI) of Madagascar. However, SADC reports are never made public and the authorities have not communicated on the content of this report. It should be noted that Madagascar was not represented at this summit in Angola.
