“We are increasing the pressure on the branches which do not play the game when it comes to negotiating salaries and classifications. » This Monday, the Minister of Labor, Olivier Dussopt, brought together the unions and employers within the framework of the branch salary negotiation monitoring committee to provide a new update on the subject, a few days before the announcement of the next legal revaluation of the minimum wage, on January 1st.

Taking care to place the meeting in the continuity of the social conference of October 16, he insisted on the fact that we “cannot be satisfied with conventional minimums permanently below the minimum wage” in the branches. He was pleased to see that in two weeks, 5 branches out of the 39 in a situation of non-compliance had concluded agreements even if two of them had in reality already made good progress before the reminder given by the services of the ministry at the end of November.

Chemistry, department stores…

Of the 34 branches still starting below the minimum wage level, half pose a particular problem and are subject to special monitoring. Several will be received directly by Olivier Dussopt himself, including chemicals or department stores. Others will be received by his office or his administration.

The minister once again raised the prospect of a law on June 30 making it possible to calculate contribution reductions on branch minimums and not the minimum wage if too many branches do not move by then. And agitated the threat of absorption of recalcitrant branches.

“A branch by branch examination”

Olivier Dussopt also insisted on the obligation to review the qualifications listed in the Labor Code and recalled by the national inter-professional agreement on value sharing. “The finding is clear,” lamented the minister, specifying that “as of November 20, 102 of the 171 branches did not respect their obligations.” Once the inventory has been carried out by the ministry’s services, “we will put in place reinforced monitoring to identify blocking situations”, he announced.

A new stage would be launched next year in terms of restructuring the branches. After the forceps mergers of the previous five-year term, he spoke of a “restructuring without quantitative objective but [une démarche] qualitative, with an examination branch by branch”.
