The Minister of Nursery and Primary Education, Salimane Karimou, took stock of the actions carried out by his ministerial department following the results of the Certificate of Primary Studies (CEP) 2023. The objective of this meeting focused on the theme “CEP 2023 , Analysis of the success rate, what contribution to improving the results? It was thanks to a press conference that he hosted on Friday July 28, 2023 in Porto-Novo.

What you should know : Aware that education is the foundation of any nation’s development, the Beninese government has implemented several reforms and made several investments in the education sector. The fruits have kept the promise of their fruits for several years thanks to the high rate of success in the Certificate of Primary Studies (CEP). Thus, from the presentation made to the men of the media, it appears that the success rate for the CEP 2023 is 81.29%, slightly down compared to the year 2022 when it was 81.85%. From the explanations of Minister Salimane Karimou, we note that the various results obtained can also be assessed in relation to the improvement of performance in mathematics and reading with respectively 69.96% and 66.86% success rate against 59, 90% and 46.49% in 2022. But it should also be noted that these same results revealed a drop in performance in written expression, with also a still low success rate in dictation (0.57%). To correct this drop in performance, the Minister revealed that from the start of the next school year, documents have been drawn up as part of the revision of the French and mathematics curricula for the CI and CP classes in order to raise, from the base, the level of the learners. In addition, capacity building sessions will also be organized for teachers to further raise their level.

What to remember from the exchanges: During this press briefing, the Minister returned to the measure relating to the sanctions imposed on directors who obtain a success rate of 0% at the CEP. According to him, this measure allowed directors to take themselves seriously. “But the bias is that we have seen that in some localities, communities have organized themselves to defeat the director in order to make him leave. Indeed, on the day of the exam, people agreed to keep their children at home so that they would not have to compose. Because they know that the director will have 0% and will be discharged. Now we are putting in place a system to first listen to school principals who will give 0% to the CEP,” revealed the Minister. With regard to the respect of the school calendar, the minister was intransigent. “I heard a lot of people say: we finished the programs since February or March. I say no. But what did the learner retain? That is the question. We will always put the last summative evaluation just before the holidays. The school year is well planned over 36 weeks,” he says.
The question relating to the school canteen has not been overlooked. The Minister reassured that by 2026, all public primary schools will be provided with school canteens. Even better, a program will soon be implemented to provide each school with a school canteen, a modern canteen, a water point, modern toilets, etc. But the Minister emphasizes the participation of parents in the saving work in progress: “The contribution of the community, especially the parents of students, is essential. Even when the Technical and Financial Partners give us their support, they also ask us about the participation of the community”.
