The Ukrainian Security Service announced the arrest in Kiev of a former militant of the self-proclaimed “DPR”, the head of a secret prison of pro-Russian separatists on the territory of the Izolyatsia plant in Donetsk. This was announced on Tuesday, November 9, by the SBU press service.

As indicated in the message, the detainee “organized and took a direct part in the killings and torture” of Ukrainian citizens. The question of the delivery of the suspect to the court in order to choose a preventive measure is being resolved. The SBU noted that criminal proceedings were previously opened against the detainee under four articles of the Criminal Code of Ukraine. They deal with such crimes as human trafficking, the creation of a terrorist group or terrorist organization, the creation of paramilitary or armed formations not provided for by law, and violation of the laws and customs of war.

According to journalist Stanislav Aseev, who was held captive by the DPR militants for more than two years, including in the Izolyatsia prison, the detained by the Ukrainian special service is called Denis Kulikovsky. According to Ukrainian media, Kulikovsky previously worked in the logistics department of the so-called “Ministry of State Security” (MGB) “DPR”, and headed the “Izolyatsia” prison in about 2015-2018.

What is Isolation?

“Izolyatsia” is a well-known territory in Donetsk at 3 Svetlyo Put Street, where a plant for the production of insulating materials has been operating since the 1950s. In 2010, an art fund of the same name was organized on the site of the former plant. On June 9, 2014, pro-Russian militants who seized power in Donetsk expelled the artists from the territory of the former factory, turning it into a secret facility of the so-called “DPR MGB”. On this 7.5 hectare territory, militants train, a warehouse of stolen cars, military equipment and weapons functions, and a prison has been created, where, according to eyewitnesses, people who are being tortured are being illegally detained.
