Mayor of Bella Unión, William Cresseri, after revealing shocking information during his appearance at the Artigas Departmental Board. Cresseri, belonging to the National Party (PN) and the mayor’s list 2525 Pablo Caramafter making explosive statements about the alleged “shield” in favor of Caram, now convicted of corruption.
According to Cresseri, at a meeting in January 2022 with President Luis Lacalle Pou and Álvaro Delgado, the situation was discussed between his government and Caram’s government.. At that meeting, Cresseri was informed that the decision had been made to “shield” Mayor Caram.
Faced with this shocking information, Cresseri asked for additional details, informing him that Rodolfo Caramthe general secretary of the Municipality at that time, who would be in charge of doing this “armor“.
Cresseri expressed concern and said that the situation was destined to end badly if things continued on their current course. However, he regretted that the supposed “shield” did not succeed in preserving Caram’s reputation, as he and others involved subsequently received sentences.
Following the convictions and the controversy that ensued, some authorities have maintained a relative silence. even though Lacalle Pou chose not to make direct statements on the matterÁlvaro Delgado, close to Caram (whom he publicly praised) was frustrated and questioned the appropriateness of certain appointments after the convictions.

Before the weekend, Delgado expressed his deep sadness and personal dissatisfaction with Artigas mayor Pablo Caram’s conviction of his niece and cousin for irregular overtime payment practices. Delgado considers it inappropriate for former deputy head Valentina Dos Santos to accept the mayor’s job instead of Caram.
The Artigas Department Board requested a legal report to determine the viability of Dos Santos’ presumption. Nelton Barreda, from the National Party, told La Diaria that he believes that Dos Santos should not have the job of mayor.
The president of the Board of Directors of the National Party, Macarena Rubio, reported that Pablo Caram’s request for the Ethics Committee to assess his situation will be discussed in the next session, and promised that it would be considered.
Rubio confirmed that the National Party remains firm against the case and, although he did not want such events to happen, the party’s response was just after learning the sentence.
On the other hand, the senator from Cabildo Abierto, Guido Manini Ríos, described the events in Artigas as “regrettable”, expressing that it is unacceptable that public funds are managed in a discretionary way to the detriment of Uruguayans.
