Scholz announced Zelensky’s promise to present a draft law on the special status of Donbass

President of Ukraine Volodymyr Zelensky promised to present draft laws on the special status of Donbass, constitutional reform and suffrage, German Chancellor Olaf Scholz said after a meeting with him. According to him, the mentioned projects will be submitted for discussion in the contact group on Donbass. Granting a special status to a separate region of the Donetsk and Lugansk regions (as the DPR and LPR are called in Ukraine) was one of the key points of the Minsk agreements.

“The President of Ukraine in our negotiations assured me again that the bills on special status, on constitutional reform, on suffrage will be submitted for discussion in the Minsk format,” the German Chancellor said at a press conference (quoted by RIA Novosti).

The chancellor also expressed support for the Normandy format. “Together with France, we have stepped up our efforts in recent weeks. The Normandy format is an important contribution to the dialogue process, since these negotiations were continued through two meetings of advisers, the last one took place last Thursday in Berlin,” Mr. Scholz said.

The Ukrainian Foreign Ministry in February ruled out granting a special status to Donbass. The Russian Foreign Ministry claims that in seven years Kiev has not fulfilled almost anything from the Minsk agreements. On February 10, the second meeting of the half-advisers of the leaders of the Normandy Four (Germany, Russia, Ukraine, France) took place this year. According to its results, as Dmitry Kozak, deputy head of the Russian presidential administration, said, the parties failed to overcome their differences.
