According to the new law, citizens of Belarus have several opportunities to declare a second citizenship, a residence permit or other “documents of foreign states that give the right to privileges and advantages.”
The notification procedure is defined in the joint resolution of the Ministry of Internal Affairs and the Ministry of Foreign Affairs, which appeared on the National Legal Portal and has already entered into force.
Information can be submitted through the unified portal of electronic services (platform.gov.by), personally coming to the internal affairs bodies or the diplomatic service, as well as through the information system for recording and processing appeals of citizens and legal entities.
If it is not technically possible to provide information in this way, you can send a letter to the diplomatic mission by e-mail, necessarily in the domain name mfa.gov.by.
You can also send a written appeal to the internal affairs body or the diplomatic service. Two papers are expected from the applicant: a completed notification and a copy of the pages of the foreign document. Such information should also be provided about children.
On July 11, the new version of the Law “On Citizenship of the Republic of Belarus” came into force. The document, among other things, stipulates that Belarusians are obliged to report the presence of a foreign residence permit or documents for benefits in another country.
There is no liability for non-fulfilment of this requirement yet. During the first 10 days of the updated version of the law, only about 100 people reported themselves to the police.
When applying to the consulate of Belarus to exchange a passport, a citizen of Belarus must fill out the appropriate notice on a residence permit (permanent or temporary) and register with the consular register. Consulate employees make a copy of a foreign document.
