As the 2030 target date for achieving Sustainable Development Goal 3a is to strengthen the implementation of the WHO Framework Convention on Tobacco Control, WHO considers it crucial to ensure full alignment and readiness to promote tobacco control.

Every year more than 8 million people die from tobacco use. Most tobacco-related deaths occur in low- and middle-income countries, which are often subject to intense interference and commercialization by the tobacco industry.

The No Tobacco Unit of the World Health Organization (WHO), aware that this risk is avoidable at a global level, has organized a leadership program on tobacco control in which countries with these characteristics participate.

This program aims to generate innovative solutions to advance tobacco control efforts, foster partnerships to accelerate the goal of achieving a tobacco-free future, share successful strategies and experiences, as well as develop actionable strategies to address the commercial determinants of health that contribute to non-communicable diseases.

The aim is to share best practices and approaches for interacting with other branches of the executive (finance, trade, industry and customs), as well as with parliamentarians and society at large, including civil society organizations and the media.

In this regard, the total global economic cost of smoking (associated healthcare costs and productivity losses) is estimated to be approximately US$1.4 trillion per year, equivalent to 1.8% of global annual GDP in 2012.

Passive smokers

WHO data on passive smoking also suggests that exposure to passive tobacco smoke has also been linked to negative health consequences, as it causes 1.2 million deaths per year. Almost half of children breathe air contaminated by secondhand smoke and 65,000 children die every year from diseases related to secondhand smoke. Smoking during pregnancy can cause various long-term diseases in children. In contrast, e-cigarettes and vaping devices have almost no effect on passive smokers.

As the 2030 deadline to achieve Sustainable Development Goal Target 3a to strengthen implementation of the WHO Framework Convention on Tobacco Control rapidly approaches, it is critical to ensure full alignment and preparedness at all three levels of the WHO to promote tobacco control.
