As of this year, the lottery tax rate for raffles and instant lotteries has increased from 10% to 15%, as well as the fee for the re-registration of the license to organize gambling. Other gambling tax rates will also increase from 2027, such as interactive gambling, slot machines, roulette and card and dice games, etc. Along with the amendments to the law On lottery and gambling fee and tax this year the state budget could get an additional 2.7 million euros, next year – 2.9 million euros, and in 2027 – 12.5 million euros.
The Ministry of Finance explains that the lottery and gambling tax and fee has a fiscal function – its task is to ensure state budget revenues and at least partially mitigate the possible negative consequences of the industry. The gambling industry is associated with a particularly high social risk, therefore the state needs to perform a regulatory function, which is partly implemented with the help of gambling fees and taxes.
At the same time, the state’s tax policy for gambling and lottery winnings is particularly favorable – personal income tax is not applied to lottery and gambling winnings up to three thousand euros. Separately Latvian Lotto organized raffles are not subject to tax at all, moreover, gaming accounts are available in gambling, which function similarly to investment accounts in finance, and no tax is payable on winnings of more than three thousand euros until they are paid out to the bank account.
