U.S. Senator Thom Tillis is demanding a formal Department of Defense Inspector General investigation into Starshield communication disruptions experienced by the Ukrainian Armed Forces on October 14.
Republican U.S. Senator Thom Tillis called for a formal investigation on October 15, targeting the Pentagon’s handling of satellite communication challenges that disrupted Ukrainian defense operations. The disruptions began when Starshield terminals used by Ukrainian forces experienced restrictions on October 14, leading to connection failures on moving platforms and drones traveling above speeds of 160 km/h, and in some cases above 80 km/h.
While initial attention focused on private satellite networks, Tillis indicated on X that the error appears to stem locally from the U.S. Defense Department’s Starshield systems rather than from Starlink or SpaceX directly.
Ukraine’s Defense Ministry confirmed that Starshield terminals used by its forces encountered restrictions on October 14, complicating drone operations before communications on moving platforms resumed by October 15.
Senator Tillis Demands Pentagon Probe Over Starshield Failures
Senator Tillis plans to formally request an audit from the U.S. Department of Defense’s Inspector General, seeking a detailed report for Congress and the public.
I thank @SecArmy Dan Driscoll for his leadership to our Army and service to our country. Dan was the right man at the right moment to lead our Soldiers and Army civilians. Our understanding and assumptions of warfare are being challenged in places like Ukraine and Iran, and Dan…
The senator criticized Defense Secretary Pete Hegseth, stating that he does not expect leadership to offer transparency voluntarily.
I’m not holding my breath for Defense Secretary Hegseth to offer transparency, so we’ll be asking the DOD Inspector General to initiate an investigation and report back to Congress and the American People.

The speed limitations hindered Ukrainian defense efforts, particularly interceptor drones relied upon to counter Iranian-made Shahed drones.
Volodymyr Zelenskyy urged the removal of these speed constraints, warning that they threaten vital national defenses.
Tillis warned that the situation put the safety of Ukrainian civilians and U.S. diplomatic and security personnel at risk.
At best, this was an unacceptable error or lapse, and at worst a conscious decision to clear the field for a Russian attack.

Tillis also addressed Elon Musk directly on social media, asking for assurance that the nighttime disruptions were unintentional and urging that SpaceX do everything possible to resolve the temporary malfunction.
Musk subsequently noted that Starshield systems are owned and controlled by the U.S. government.
White House Denials and Unresolved Questions in Washington
The U.S. presidential administration denied any involvement in the imposed restrictions, asserting that it does not control SpaceX and attributing the disruption to a technical malfunction rather than deliberate policy. The White House distanced itself from the incident, while the Trump administration indicated plans to engage SpaceX to clarify the circumstances.

Despite Ukraine’s Defense Ministry reporting that communications on moving platforms resumed on October 15, officials continue working to establish the underlying cause of the operational limits. No investigation by the Pentagon inspector general has yet been announced.
