Senegal: Opening in Diamniadio of the 7th International Forum of Dakar on Peace and Security in Africa

Initiated under the leadership of Senegalese President Macky Sall, who will take over the presidency of the African Union next January, this Dakar Forum has become an annual meeting awaited by leaders and international actors involved in the development and stability of the Continent.

This 7th edition of the Forum is taking place in a particular context marked by the health crisis dictated by the Covid-19 pandemic, and the appearance in several countries of the new variant of coronavirus “Omicron”, which has prompted many countries to suspend international flights.

The opening ceremony of this two-day forum, hosted by the Abdou Diouf International Conference Center (CICAD) in Diamniadio, was chaired by Senegalese Head of State Macky Sall in the presence of South African President Cyril Ramaphosa, Nigerian President Mohamed Bazoum and Guinea-Bissau President Umaro Sissoco Embalo. It will be followed by a High-Level Panel.

Invited to this forum are the President of the European Council, Charles Michel, the President of the African Union Commission, Moussa Faki Mahamat, the President of the ICRC (International Committee of the Red Cross), Peter Maurer, and the Director of the Pasteur Institute in Dakar, Amadou Alpha Sall. France is represented by Florence Parly, Minister of the Armed Forces.

In total, around forty countries and as many think-tanks or NGOs are represented at this 7th Dakar forum.

The event, which will alternate between plenary sessions, workshops and panels to address the health and security challenges facing Africa, brings together hundreds of decision-makers from the continent for two days, including Heads of State and Government, ministers, and internationally renowned experts in the political, economic, academic and associative fields.

The Forum is organized by the Ministry of Foreign Affairs and Senegalese Abroad with the scientific collaboration of the Center for Advanced Defense and Security Studies (CHEDS) of Senegal and in partnership with the firm “Avisa Partners”.

The program of this 7th forum includes several scientific activities as well as two plenary sessions and six workshops organized in two Blocks. The first Block focuses on “Post Covid-19 stability issues: security challenges and new threats” and the second is devoted to the theme “Consolidating peace and security in Africa to promote emergence”.

Its aim is to contribute to strengthening peace and security in Africa through a better understanding of the issues of stability and emergence in a post-Covid-19 world.

In this perspective, the seventh edition of the Dakar International Forum on Peace and Security in Africa will be a great moment of exchanges around the main issues of stability and emergence of Africa in a post-pandemic world, through the management of a series of crucial questions such as the overhaul of multilateralism and security policies, the strategic empowerment of African States, the promotion of civil-military synergies, the consolidation and coordination of cooperation mechanisms, the fight against cybercrime and disinformation, according to the organizers.

It will also provide an opportunity to draw lessons from the Covid-19 pandemic to enable Africa to better cope with future major health shocks, while consolidating the governance of its States for the benefit of peace, security and development.
