On the 7th, President Yoon Seok-yeol appointed Kim Joo-hyun (61, 18th class of the Judicial Research and Training Institute), former Vice Minister of Justice, as the new Senior Secretary for Civil Affairs.

The new senior secretary for civil affairs, Kim Joo-hyun (61, 18th class of the Judicial Research and Training Institute), served as Vice Minister of Justice under the Park Geun-hye administration and was evaluated as having excellent leadership and friendliness during his time as a prosecutor, giving him strong trust within the organization.

Chief Kim, who is from Seoul, graduated from Seorabeol High School and Seoul National University’s Department of Law, passed the 28th bar exam, and was appointed as a prosecutor at the Seoul District Prosecutors’ Office in 1989.

Chief Kim accumulated a wide range of planning and investigative command capabilities while holding key positions within the Ministry of Justice and the Prosecutors’ Office, including the Chief of the Innovation Planning Division of the Supreme Prosecutors’ Office, the 3rd Deputy Chief Prosecutor of the Seoul Central District Prosecutors’ Office, and the Director of the Prosecutors’ Office of the Ministry of Justice.

At the Seoul Central District Prosecutors’ Office, he served as the first chief of the criminal division, the highest rank among all chief prosecutors in the country. During his time as 3rd Deputy Director, he led the investigation into the case of former Prime Minister Han Myeong-sook receiving illegal political funds.

At the Ministry of Justice, as the head of the Planning and Coordination Office, I had experience in all aspects of immigration, crime prevention and correction, and human rights work. He also has experience as a spokesperson for the Ministry of Justice, so his relationship with the media is evaluated as smooth.

Chief Kim was appointed as Vice Minister of Justice in 2015 during the Park Geun-hye administration and managed the prosecution’s personnel, organization, and budget. He later served as Deputy Chief Prosecutor of the Supreme Prosecutors’ Office and left public service in May 2017.

After leaving the prosecution, Chief Kim worked at Baeksan Joint Law Office and has worked as a lawyer at Kim & Chang Law Office since 2021.

President Yoon Seok-yeol immediately took action to abolish the Office of Senior Secretary for Civil Affairs, which was also a presidential election pledge when he took office, but after a crushing defeat in the 22nd general election, he revived the Office of Senior Secretary for Civil Affairs two years later to strengthen the function of listening to ‘information on public opinion’.
