“Securing Growth Engines with Hongneung Hub as a Base”

On the 29th (local time), Seoul signed a business agreement (MOU) with Chongqing Yangjiang Biotechnology and Technology in China to strengthen cooperation in the bio industry. Since 2017, the city has opened the Seoul Bio Hub in Hongneung, Dongdaemun-gu as a representative bio industry fostering anchor facility in Seoul and has been supporting related startups. The city plans to create a Seoul Bio Fund worth a total of 1.3 trillion won by 2026 to invest in and support the bio industry.

On this day, Seoul Mayor Oh Se-hoon visited the Chongqing Dadi Life Science Park, one of China’s five major pharmaceutical bases, and said, “The bio industry will become the most important industry group along with semiconductors in the next 10 years,” and “Seoul also plans to foster the bio industry as the city’s core growth engine, centered on the Hongneung Hub.” The Chongqing Dadi Life Science Park is a 1 million ㎡ bio cluster that the Chinese government has been developing since 2011 as part of its “Healthy China” strategy. Currently, around 150 bio companies are located on 600,000 ㎡, and more than 250 companies are expected to move in after completion.

Mayor Oh, along with Secretary Luo Lin of the Yangjiang New Area Party Committee, visited the Yangjiang Life Science and Technology City Exhibition Hall and bio-companies within the complex to review Chongqing’s bio-industry development plan. Chongqing Yangjiang New Area Development Investment Group, which operates Yangjiang Life Science and Technology City, is a Chinese state-owned enterprise with a capital of approximately 2 trillion won that provides cutting-edge industry research including life sciences and biotechnology and urban infrastructure construction. Mayor Oh told Secretary Luo, “I am thinking about Seoul’s bio-industry development plan, and it is meaningful to be able to see Yangjiang New Area’s bio-policies and representative technologies at a glance.”

On this day, Mayor Oh discussed ways to strengthen cooperation in the areas of culture, tourism, and other city diplomacy, as well as in the economy and high-tech industries, in a private meeting with Chongqing Mayor Hu Henghua. He also invited Chongqing to the 1st Seoul Smart Life Week, an information and communications technology (ICT) fair to be held in Seoul in October.
