Students in Serbia recorded lower scores across mathematics, reading, and natural sciences in the 2025 PISA international assessment compared to the previous 2022 cycle, placing their achievement levels below the OECD average in all core domains tested by the study.

International comparative testing results released for the 2025 assessment cycle indicate a decline in student performance across Serbia’s educational outcomes compared to the prior evaluation conducted in 2022. The scores span mathematics, reading comprehension, and natural sciences, keeping student achievement below the established standards of the Organisation for Economic Co-operation and Development. Core Subject Scores and OECD Averages

Natural sciences served as the central domain of investigation for the 2025 assessment cycle. Students in Serbia attained an average score of 429 points in scientific literacy, trailing the OECD average of 482 points. In reading literacy, the average score reached 415 points against an OECD average of 461. Mathematical literacy scores averaged 417 points, compared to the OECD benchmark of 463 points.

Performance levels also dropped below results recorded in earlier testing periods. OECD reports indicate that the 2025 outcomes are lower than those measured in both 2018 and 2012. Additional testing focused on computer-based problem solving, where student performance similarly fell short of the OECD average.

Functional Literacy and Proficiency Distribution

Analysis of the national data shows that a smaller percentage of students reached top proficiency marks or minimum performance thresholds compared to international averages. Specifically, analysis of the results highlights performance disparities across all measured tiers.
