Chandigarh/New Delhi: The Supreme Court has given a big decision regarding the jam caused by the farmers’ protest at Shambhu border. The court has said that it will form a committee within a week which will talk to the farmers and try to find a solution. This matter is going on since February when the farmers closed the Shambhu border over their demands. Farmers are making demands like guarantee of Minimum Support Price (MSP). The bench of Supreme Court Justice Suryakant, Justice Dipankar Dutta and Justice Ujjwal Bhuiyan has asked the Punjab and Haryana government to give a list of issues within three days on which the committee will discuss. The court has said that the scope of the committee will be large so that all issues related to law and order can be discussed and they can be resolved properly.

What did the court say?
The court has asked the officials of both the states to keep talking to the farmers and inform them about it at the next hearing. Apart from this, the Punjab government has been given three days to suggest the names of the people to be included in the committee. Actually, the Haryana government had filed a petition in the Supreme Court against the order of the Punjab and Haryana High Court which directed to open the Shambhu border. This border has been closed since February due to the protest of farmers. Farmers are making demands like guarantee of MSP for crops.

Order given to Punjab-Haryana Police

Earlier, both the states had submitted a list of names of people to the Supreme Court who could be included in the panel to be formed by the court for talks between the protesters and the government. Apart from this, the court had also directed the Director Generals of Police of Punjab and Haryana to hold a meeting with the Senior Superintendents of Police of Patiala and Ambala and the Deputy Commissioners of both the districts within a week to determine the modalities of partially opening the highway. There is no objection to the opening of the highway
During the hearing, Punjab Advocate General Gurmeet Singh said that the meeting was held on August 19. He said that after the discussions, the farmer unions were called and the officials met them. When Justice Kant asked him about the progress, Singh replied that he had no objection to the opening of the highway. However, he indicated that the unions are still adamant to protest. He said that we have told them to do whatever you want in a legal manner.

Also requested to give assurance to farmers

Justice Kant then said that while the formation of the committee and the issues to be resolved are almost complete, the court is making some inquiries. The court also requested the state to assure the farmers that not only the state but the court is also willing to create a platform that can reach out to their grievances and identify them. The court said that in the meantime we will formally constitute in three-four days…we have done our homework but we want you to also identify the issues that you think the committee should look into.

Will farmers go to Delhi with tractor-trolleys?

When the Haryana AAG said that even in the meeting, the farmers were adamant that they would go to Delhi with tractor-trolleys, Justice Kant replied that we will take it as theirs because they feel that if we go like this, perhaps their voice will be effective. Such are the values in a democratic system. The bench asked the state to continue trying to convince the farmers to remove the tractor-trolleys and if needed, the issues can be discussed with them informally. It was also made clear that the committee will have some kind of power or authority to make recommendations, which will have to be considered by the state governments and the Center. When the Attorney General suggested that another meeting be held before the next date of hearing to clarify the issues. The court agreed and said that in such a case the matter will be taken up on September 2.
