Shinan County has achieved the feat of winning the grand prize for the second consecutive year at the National Basic Local Government Heads Manifesto Competition. Shinan County (Governor Park Woo-ryang) announced that it won the grand prize for the second consecutive year at the “14th National Basic Local Government Heads Manifesto Best Practice Competition (hereinafter referred to as the “Competition”)” held at Inje University in Gimhae City for two days from July 30.

This competition, hosted by the Korea Manifesto Implementation Headquarters, is held annually to discover and spread excellent pledges and policies of local government heads across the country. This year, a total of 353 cases were received in 7 areas, including improving employment and reducing socioeconomic inequality, and among them, 186 innovative cases that passed the first round of document screening were selected as the final grand prize and excellence prize through face-to-face evaluation (presentation).

With the theme of the competition being “Rewriting Local Autonomy Resilience,” the virtuous cycle cases of revitalizing the region and reborn as true local autonomy through resident participation, coexistence, and harmony received favorable reviews, and Shinan-gun presented the case of “The Road Not Taken by Others, Shinan-gun Gardener Social Cooperative.”

The “Shinan-gun Gardener Social Cooperative,” established in June of last year after review by the Ministry of Employment and Labor and the Social Enterprise Promotion Agency, is the first social cooperative case in the country specializing in gardeners, and is one of the strategic projects that provides side support to Shinan-gun’s “One Island, One Theme Garden” and “World’s Largest Island Garden Project.”

By supplying landscape trees (garden trees) grown by residents through cooperatives to island theme gardens, it is showing various effects such as increasing residents’ income, reducing local finances, creating jobs, and responding to regional extinction and climate change.

Park Woo-ryang, the governor of Sinan County, said, “I will redefine the philosophy and values ​​of the urban forest garden spoken of by Frederick Law Olmsted, the designer of New York’s Central Park in 1859, in a modern way and create a garden culture unique to Sinan County.” He added, “I will not rest on my laurels, but will continue the policy of ‘the path less traveled’ and do my best to fulfill my promises and create a happy Sinan for the people.”

Shinan County plans to hold a ‘town/township pledge implementation report meeting’ in the second half of the year to secure transparency and accountability for the 8th local government pledge policies and further expand communication with the county residents.

Meanwhile, Shinan County was selected as the “Excellence Award” in the 2022 Manifesto (Local Election Section) Promise Target hosted by the Korea Manifesto Implementation Headquarters, the “A Grade” in the 2023 8th Local Government Heads’ Promise Implementation Plan Evaluation, the “Best Award” in the 2023 National Local Government Heads’ Manifesto Best Practice Competition, and the “SA Grade” in the 2024 8th Local Government Heads’ Promise Implementation Evaluation.
