Shinan County was selected as an excellent example of proactive administration in the first half of the year. Shinan County (Governor Park Woo-ryang) announced that it has completed the selection of excellent examples of proactive administration in the first half of the year.

A total of 8 cases of active administration were received, and after an internal review of the cases received over 18 days from May 21 to June 7, 2024, the cases were submitted to the Active Administration Committee as agenda items, and the final 3 cases were selected.

The best case was the ‘Sunlight Children’s Savings’ policy. The Sunlight Children’s Savings is a policy that received favorable reviews from the judges in that it expands the Sunlight Pension System being promoted by Shinan County, expands the scope of beneficiaries, and supports the provision of funds for local children’s education by launching a savings product with an interest rate of 7.5% through a business agreement with local agricultural cooperatives.

The next best practice is ‘1004 oyster (individual oyster) farming 6th industrialization’. It received good marks for expanding fishermen’s income through efforts to preserve product value, such as establishing infrastructure and management systems for 1004 oysters, which have high product potential and added value due to many demand sources such as domestic and foreign high-end brands and department stores. The eight cases received this time, including the three cases above, were deliberated and evaluated by Shinan County itself. One of the members of the Active Administration Committee said, “We highly evaluated these cases as they make the most of Shinan County’s natural environment while at the same time creating and expecting benefits for residents.”

Park Woo-ryang, the governor of Sinan County, said, “Schools in Sinan County are in danger of being merged due to the low birth rate, but I hope that this example of positive administration will help secure the school-age population. In addition, I hope that this will be an opportunity for local governments to come up with solutions to the two pressing issues facing local governments across the country: the local extinction crisis and income generation.”

Meanwhile, an official in charge of Shinan County’s proactive administration said, “We plan to enter the three best cases mentioned above into the Jeollanam-do Proactive Administration Competition to promote Shinan County’s excellent policies,” and “We will spread these cases to our public servants and introduce them on our website bulletin board to work on improving our organizational culture.”
