SIEL: CSEFRS examines the levers of governance of the national education system

The opening session of this conference focused on examining the major levers of governance of the national education system, through themes such as the convergence of public policies and programs, territorial governance in relation to advanced regionalization, school performance and attractiveness, contractual partnership between stakeholders and the development of the education, training and scientific research system.

Speaking on this occasion, the President of the CSEFRS, Habib El Malki, indicated that the awareness of the strategic importance of education and training issues has enabled Morocco to embark “on the path of a deep, comprehensive and ambitious reform, aimed at remedying the various dysfunctions and problems that weigh on the national education and training system”.

In this regard, he warned against hasty judgments on a reform whose effects will only be palpable in the medium and long terms, stressing the importance of shared responsibility for commitments in terms of constructive proposals, objective evaluation and monitoring support for public policy in education, and efficient governance in order to win Morocco’s bet on this reform.

Mr. El Malki also argued that the adoption of the strategic vision of the 2015-2030 reform and the framework law constitute a basis and a starting point for advancing the reform of the Moroccan school in order to contribute to the qualification of national human capital and to facilitate the integration of present and future generations in the development dynamics that the Kingdom is experiencing.

He also noted that the education, training and scientific research system is the sector most affected by digital technologies in all their dimensions, in accordance with the guidelines of the strategic vision aimed at establishing an institutional information system to direct and evaluate the educational system and guarantee its quality.

The territorial dimension in the governance of the education system requires starting with an institutional project, which is based on participatory action between the different partners and parties, while aligning with the national effort aimed at moving from vertical management to horizontal territorial management geared towards advanced regionalization, said Mr. El Malki.

Mr. El Malki noted, in this context, that despite legislative and regulatory efforts, “our education system has still not adequately qualified the administrative and pedagogical capacities of actors at all levels of decision-making and implementation, and has not yet completed the application of decentralization and deconcentration, through the expansion and transfer of skills and attributions to different levels of responsibility.”

Despite the progress made in the areas of vocational training, he noted, the expected results of the development of internal performance, the improvement of the quality of education and the supervision rate, the development of scientific research, the increase in the employability of graduates and the strengthening of their capacities to be in line with the growing demands of the socio-economic sectors, “are still below our aspirations”.

And to emphasize the need to give a new and strong breath to support the implementation of reforms within the allotted time, to achieve the strategic objectives of the reform and to establish a new contract between the system and society on the subject of the school of the future, beyond the strategic vision 2015-2030, with the support of governance based on the spirit of modernization and innovation, seriousness and national responsibility.

The CSEFRS programme at SIEL also includes a series of round tables addressing issues related to the challenges of the national education, training and scientific research system, including “Equitable and quality preschool education”, “Vocational training, a pool of individual skills”, and “The professionalisation of education and training professions: keystone for improving the performance of educational stakeholders”, in addition to a closing conference on “The transformation of education and training systems: cases of successful reforms”.

Placed under the High Patronage of His Majesty King Mohammed VI, the 29th SIEL, which continues until May 19, reaffirms that Morocco is a country of encounter, dialogue and cultural exchange, by offering visitors a wide choice of activities bringing together Moroccan and foreign authors, thinkers and creators.
