The goal: to respect the recovery time schedule

Construction sites that will be able to leave more quickly, with more streamlined authorization mechanisms and shorter times for silent consent. Via the threshold of subcontracting and revised procedures for the replacement of renewable energy production plants, often outdated by now. Sanctions for officials who hinder the transition to digitalisation of administrations and power of substitution by the state when local administrations waste time. And then again: fewer questions to ask for interventions against instability and the risk of landslides in the mountains and a plan to say goodbye to coal in Sardinia. These are just some of the chapters addressed in the draft of the Simplifications decree, which is still provisional and is being studied and filed in view of the arrival in the Council of Ministers, announced within this week. Respecting the recovery schedule is the executive’s mantra, also because any delays risk freezing the tranches of European funds that the Commission should disburse every six months, once the progress of the plans has been verified. The objective of the decree is therefore to establish a series of ad hoc structures capable of streamlining procedures and giving a preferential path to the works of the Recovery Plan, from the single Superintendency to the technical supercommittee for environmental impact assessment, but also by equipping the Higher Council of Public Works with a “Special Committee” and strengthening the national database of public contracts of the ANAC.
