These two sites were included in the list created by the department back in January 2022, and the current list had to be approved no later than August 1, according to a government decree. The initiative on free access to socially significant sites was made by Russian President Vladimir Putin in his message to the Federal Assembly in January 2020. The law on this was adopted in August 2021 based on the results of a pilot project that took place at the height of the COVID-19 pandemic – from 1 April 2020 to June 30, 2021. About 400 Internet resources were selected for the experiment, including government websites, social networks Vkontakte and Odnoklassniki, search, mail and news aggregators from Yandex, Mail .ru and Rambler, AliExpress and Ozon marketplaces, etc.
