Single fare system with discounts for use of public transport throughout the Basque Country
The Minister of Territorial Planning, Housing and Transport of the Basque Government and the Mobility and Transport areas of the Provincial Councils of Ava, Vizcaya and Guipzcoa, have analyzed the steps that will be taken in the coming months after the approval last November by the Parliament of the Sustainable Mobility Law in relation to the fare system.

The articles of the Sustainable Mobility Law include the mandate to promote a single fare system to facilitate the use of public transportation and its accessibility, taking into account the degree of use and the socioeconomic level of the users. The Sustainable Mobility Law states in its article 26 that the Basque Government and the Transport Authority of the Basque Country will promote the creation of a single and integrated fare system, which guarantees universal access and under equal conditions for any means of public transport.
Progressive discounts
The basic proposal made by the Transport Authority consists of a common system of progressive discounts, depending on the use of public transport, taking into account the socioeconomic characteristics of the users and the areas they travel, and with special groups – large families, young people, elderly, people with disabilities and social profiles -, to whom specific treatment is dedicated that can go as far as free in some of them in the sections of greatest use, free of charge that initially extends to all trips to children under six years
The approach calls for free transfers between different modes, something that already happens in Guipzcoa through the Mugi card and that Vizcaya is implementing in Bizkaibus for next year. The proposal seeks a uniform system but at the same time offers flexibility to be able adapt to the characteristics of each territory in matters such as zoning or discount sections, the basic approach launches the possibility of there being three or more.
