The norms are according to the European directive, which came into effect 12 years ago, but the new Big Brother put many cars on the road at the technical inspection points.

Maybe, and it’s only one thing: our country has gone a little too far in implementing the European directive on technical inspections of cars.

It is written in the European document that

This means that the car immediately stops moving. In the first option – according to the EU document,

for 14 days during which to remedy the malfunction.

This was mentioned by the Deputy Minister of Transport Dimitar Nedyalkov before the deputies in the parliament. “24 Chasa” contacted him for details.

In 2018, when Ordinance H-32 (on technical inspections) was changed, a letter was received from the Ministry of Environment and Water, which insisted on this upgrade of the sanction, Nedyalkov explained. The reason is that there is a criminal procedure against Bulgaria for the cleanliness of the atmospheric air.

Nedyalkov believes that in a dialogue with the Eco-Ministry, this is the only thing that can be changed.

On Friday, after Prime Minister Dimitar Glavchev’s comments in the parliament that an interdepartmental working group would be created, the impression was created that things might return to the way they were before. However, Regulation H-32 includes the minimum requirements of the European directive, which must be met by cars that have passed the technical inspection. It has been in force since 2012, that is, for 12 years.

In 2018, the regulation was supplemented with changes to the European document, which included more motor vehicles in technical inspections. Then there are the changes at the request of the eco-ministry. And the only option is to correct them.

If the level of emissions violations is underestimated, we will not be in breach of the directive. But the other point of view must also be taken into account – about the air quality in the country, commented Ivaylo Slaveykov, chief expert in the “Road Vehicles” Directorate of the “Automotive Administration”.

What happened after July 22 at the checkpoints

From that date, three devices – a gas analyzer, a smoke meter and a brake test stand – were connected to the system of the Executive Agency “Automotive Administration”. This means that the beginning and end of the examination and the data of the devices are visible in real time in the system.

Nothing more is done. The strange thing is that in 12 years no one has reacted to these demands, commented Nedyalkov. And in the transport committee, the relevant minister, Georgi Gvozdeikov, said that he wondered what they did so much and what caused this rush, since nothing was changed except the connection of the devices.

What exactly the statistics show:

For the period July 8-17, 2024, before the devices were connected, 105,922 cars were inspected at the checkpoints, and 22 were stopped. After the devices were connected (from July 22 to 31), 95,867 cars passed through the technical inspection. and those who did not pass are 152. (See table).

At one of the points, a sign was photographed that frankly informs customers that the results of the examination no longer depend on its employees.

The cars that went for inspection were much more, but the mechanics sent them back to fix their cars and then come.

The causes of excessive exhaust gases can be many and can be different for each car.

In some cases, the catalyst is missing. It may have been stolen because it has platinum in it, or the owner may have removed it to increase the power of his car. And this is one of the explanations why relatively new and expensive cars are returned. The catalyst, especially for new cars, is expensive – about BGN 1,200, say experts.

In case of irregularities in some of the air purification systems, they even put a sticker on the sensor so that the indicator on the dashboard does not light up and annoy the owner. And with others, they simply waved the light.

The introduction of electronic diaries in training for a license, electronic schedules and cards has also led to tension among driving instructors in recent weeks. Some are “for”, others are “against” the prepared changes in the training regulation. Those who do not accept them threatened the minister with protests and that they would demand his resignation.

Why is this transition to the online format of the documents scary?

“At the moment, the instructors are training the driver candidates and filling in the logbooks after the fact. We, who have an obligation to control the process, do not have the opportunity to do so”, says Deputy Minister of Transport Dimitar Nedyalkov.

With the electronic documents, it will be known at any moment whether the school bus is moving, at what part of the day, where it is. And if the inspectors from the “Automotive Administration” want to check it, they can do so. Records will be kept for 24 months.

The sequence of the training modules will also be monitored, and not directly from the second hour to get the candidate for a driver’s license.

The application from which the auto-instructor will log in will be free. He enters it and notes the name of the student, the beginning of the class and which element of the training will be done.

The term to develop the application is five months after acceptance of the changes. A transition period of 2 months is given in which to fill out the documents both on paper and online.
