He SOAT Compensation Fund (Mandatory Traffic Accident Insurance) and the CAT (Certificate against Traffic Accidents) of the Ministry of Transport and Communications (MTC) has the goal of increasing, by 2023, the number of beneficiaries by 30% nationwide.
This fund was created to protect victims of traffic accidents caused by hit-and-run vehicles whose drivers were not identified. Since its creation, in 2004, to the present, it has benefited 11,979 people, with a disbursement of S/42,254,696.88.

The reimbursement reaches up to S/ 24,750 (5 UIT) per person, to cover the costs of hospital, surgical, pharmaceutical and other care. In the case of burial expenses, whose coverage is up to S/ 4950 (1 UIT) per person, the costs of coffin, cremation, grave, niche, funeral chapel or float are covered.
