During the presentation of his Department’s draft budget before the Social Sectors Committee in the House of Representatives, Mr. Sekkouri stressed the need to continue the cycles of national social dialogue in the private sector, to follow up on the commitments of the tripartite social agreement of April 25, to promote collective bargaining, as well as to ensure the continued implementation of the National Charter of Social Dialogue 2022.
The continued implementation of the recommendations of the social agreement of April 30, 2022 will be done through the work of the National Observatory of Social Dialogue, which will be responsible for the production of indicators, the updating of data, as well as coordination during the preparation of the annual report on the social climate, in addition to the collection and analysis of the difficulties existing in the context of collective negotiations issued by employee trade union organizations or professional employers’ organizations, he said.
Regarding the acceleration of the pace of voluntary employment programs and inclusion support services, the minister said that during the year 2024, the number of beneficiaries of the “TAEHIL” program will increase to 38,000 beneficiaries instead of 34,000 in 2023 and the number of people integrated with the help of contracts will increase to 160,000 during the same year, instead of 140,000 in 2023.
The Minister further noted that his department will begin the implementation of the regulatory texts related to Law 60.17 on the organization of continuing education through a project to design an administrative structure responsible for managing continuing education and preparing procedures for the certification of acquired professional experience and skills assessment, as well as the preparation of the information system relating to continuing education, in addition to conducting consultations with a view to developing a proposal for the establishment of a new system of governance and management of said education.
Furthermore, Mr. Sekkouri indicated that the offer of vocational training in the rural world will be strengthened, through the creation of villages dedicated to support and assistance in rural and semi-urban areas, with a budget of approximately 40 million dirhams (MDH), noting that these villages aim at training through professional progression for employment, orientation, support for the socio-professional integration of young people and women, by offering them the necessary help to build their personal project, as well as by supporting qualified young people towards self-employment.
Regarding the credits allocated to the ministry for the 2024 financial year, the minister indicated that they amount to 2.63 billion dirhams (MMDH) (2,635,270,000), up 6.8% compared to the year 2023, noting that the allocations allocated to the economic inclusion and business sector amount to 885 MDH (885,689,000), up 4.48%, while an amount of 1.749 MMDH (1,749,581,000) was allocated to the vocational training sector, up 7.79%.
Referring to the achievements of the ministry during the year 2023, Mr. Sekkouri highlighted the results of the labor inspection, noting that it focused on monitoring decent working conditions in the sectors of agriculture, crafts, textiles, construction and public works (BTP), the automobile industry and related activities, in addition to the sectors of private education, liberal professions, cafes and restaurants, and private employment agencies.
He added that decent working conditions in the security sector were also subject to control, where 789 branches of 328 companies were controlled and 7,532 observations were recorded, including 4,589 observations related to salaries.
The total number of inspection visits carried out on decent working conditions amounts to 34,694 visits, while the total number of notices edited reached 107 notices, and the total number of notes recorded reached 287,333 notes, he said.
