Society: Convention on Statelessness and the Commission to Combat Human Trafficking – AGP

Libreville, September 7, 2024 (AGP) – The project to ratify international instruments and the convention on statelessness and the establishment in Gabon of the commission to combat human trafficking was discussed on Friday in Libreville, the AGP learned from the Ministry of Justice, Keeper of the Seals.

Paul-Marie Gondjout, Minister of Justice, Keeper of the Seals, and the Resident Representative of the United Nations System, Dr. Savina Ammassari, discussed the issue by involving Martins Josiane Elingui, Head of Office of the International Organization for Migration (IOM) and Caroline Wyna Ndouvi Ovono, National Liaison Officer of the United Nations High Commissioner for Refugees (UNHCR).

It appears that regular monitoring will be carried out in order to be able to mobilise the necessary procedures for the ratification of the two international conventions on statelessness. The deadlines to be met for the establishment of the commission to combat human trafficking will be respected, according to the Minister of Justice, Keeper of the Seals.

However, the parties agreed on the need to increase the rate of judgments in matters of criminal and illicit acts related to trafficking in persons.

It should also be noted that there is a possibility of monitoring and evaluating the process of establishing supplementary judgments, to ensure that they have been established, distributed and recovered. On this point, the member of the Government reassured his interlocutors on the deadlines to be met for the establishment of the commission to combat human trafficking. So that focal points are designated and the very first meeting is held within the required time frame.

With regard to the conventions, the Minister of Justice gave all the guarantees. He informed his interlocutors that a regular update will be made, in order to be able to mobilize the necessary procedures for the ratification of the two international conventions on statelessness. Not without noting the establishment of a commission to combat statelessness and the need to develop an action plan to strengthen efforts in this area with all the actors of the ministry.

According to statistics from the relevant services, the population without a birth certificate is estimated at 10% in Gabon. A joint program has been set up with many ministerial departments, including those of Justice and the Interior for the issuance of supplementary judgments.

Unfortunately, several acts produced have not been withdrawn by the persons concerned, deplored the Resident Representative of the United Nations System.
