Software based on open source may complicate the path to the Ministry of Digital Registry

The Ministry of Digital Development is discussing the introduction of additional requirements for software created on the basis of open source code and claiming to be included in the register of domestic software. This was told to Vedomosti by top managers of two development companies. Now the requirements for such software are very formal: for example, Russian-language documentation is required. But if the new criteria are approved, the developer will have to prove the existence of improvements that provide significant functional changes in the product in relation to the original free software (FOS).

This requirement may be included in the revised version of the amendments to the government decree on the procedure for including software in the register of domestic software (gives access to public procurement), Vedomosti’s interlocutors know.
