Soon: the contractors will be obliged to make parking spaces accessible for electric vehicles

The new regulations that will come into effect starting this February, stipulate the installation of electrical infrastructure for all the parking lots in the building, so that in the future it will be possible to easily connect them to a charging station | Opponents raise the concern that the installation cost, worth hundreds of thousands of shekels, will be passed on to the consumer through the increase in the price of the apartment

Interior Minister Ayelet Shaked signed the new regulations that were published and approved the regulations requiring the installation of infrastructure for electric vehicle charging stations in every new construction.

The Planning and Construction Council’s recommendation is intended to make sure that the residential buildings that will be built in the coming years will not be an obstacle to increasing the market for electric vehicles, as well as to enable a gradual preparation of the market for this type of vehicle.

Even today, even though it is a relatively limited market, the issue of charging in existing shared residential buildings creates a lot of friction between the tenants, among other things due to the need to carry out some of the infrastructure and connections on shared areas, as well as due to the difficulty of linking the electricity bill to the customer alongside low electricity suppliers in old buildings which do not allow The charging of a large number of vehicles at the same time.

According to the recommendation, through proper preparation it will be possible to expand the scope of electric vehicles and thus reduce the scope of greenhouse gas emissions. Also, in some buildings, it is difficult to impossible to add such an infrastructure after the building already exists, and also in light of this, it is very important to prepare a suitable infrastructure.

It was published in Calcalist that the regulations recommended by the committee in January were also quite criticized, mainly because they are too general and in the future entrepreneurs will be allowed to interpret them as they wish. In light of this, the regulations that came out are more focused, they require an electric vehicle charging infrastructure for all the parking in the building and on the condition that it includes at least 6 apartments in a structure of at least 2 floors (this is similar to the initial regulation that came out). However, instead of the general definition for the preparation of the infrastructure, the new regulation states that each parking lot will have an infrastructure that will include a connection to the electricity grid, dedicated electrical panels suitable for feeding an electric vehicle, and that the infrastructure will allow charging of 20% of the number of parking spaces. As mentioned, the regulations will come into force from February 2023, which means that a developer who submits an application for a building permit by this date will not be bound by the regulations.

According to the estimate, the cost of building the infrastructure is estimated at hundreds of thousands of shekels per building, depending on the number of electrical panels required. This cost will be rolled into the price of the apartment, but it is not a significant increase in the price of the apartments. According to Idan Libes, Vice President of Technology at Agira, which manages complex electrical networks, the regulations are an important step for the development of the electric vehicle market and the national electrical infrastructure, “about 80% of the charging should take place at home and at the workplace, where the vehicle is parked most of the time Today, and the electricity infrastructure already exists. Private charging will reduce a significant part of the need for the deployment of public charging infrastructure by the local authorities and will allow more households to switch to an electric vehicle.
