BOLZANO. A delegation from the Gangwon Institute (South Korea) met with the President of the Province of Bolzano, Arno Kompatscherto collect information on the practical implementation of regional autonomy, particularly in the area of ​​financial competences.

In 2023, Gangwon Province was granted the status of “Special Self-Governing Province“, thus achieving a greater degree of federalism. Equipped with an autonomy comparable to that of South Tyrol, this province in the northeast of South Korea, on the East Sea, is faced with the new challenge of successfully implementing the additional competences it has received.

In the discussions with Kompatscher, the South Korean delegation learned about the first steps in the creation of autonomy, with particular reference to the creation of new legislation such as in the area of ​​environmental protection. The guests showed great interest in the financial agreement between South Tyrol and the Italian state and in general in the relations between the province of Bolzano and the central government.

President Kompatscher shared his experiences in negotiating competences with the state and gradually expanding autonomy. “South Tyrol’s experiences in managing autonomy and negotiating competences with the Italian state are valuable insights for the province of Gangwon, which is currently following a similar path to ours. And we are happy to share our knowledge and experience with the South Korean delegation,” said Kompatscher at the end of the meeting.

The Gangwon delegation, already a guest of South Tyrol in 2023, also showed interest in a possible economic collaboration. During their European tour, before South Tyrol the South Koreans visited the Swiss to also study the Swiss federalist model. Also in 2023, l’Eurac Research signed a Memorandum of Understanding for scientific collaboration with the Gangwon Institute.
