Opposition lawmaker Jeong Cheong-rae and others: “Passing the bill as soon as possible is the people’s wish”
On the 11th, National Assembly Speaker Woo Won-shik said regarding the “Kim Kun-hee Special Prosecutor Act,” which passed the National Assembly’s Legislation and Judiciary Committee under the leadership of the opposition party, “It would be in line with the public’s expectations if the opposition party were more flexible in the timing of the processing of bills,” and proposed, “I urge the ruling and opposition parties to consult so that the special prosecutor bill and other bills can be processed on the 19th, after the Chuseok holiday.”
People Power Party floor leader Choo Kyung-ho said, “The ruling and opposition parties agreed on the schedule for the plenary session on the 26th, but it is regrettable that they suddenly added the 19th to the schedule and called for discussions.” Democratic Party member Jeong Cheong-rae, chairman of the Legislation and Judiciary Committee, pressured Speaker Woo, saying, “The people’s desire and demand is to pass the Kim Kun-hee Special Prosecutor Act and Chae Sang-byung Special Prosecutor Act as soon as possible.”
At a press conference on the 11th, Speaker Woo said, “Right now, we need to focus on operating the ruling and opposition party’s consultative body,” and asked the ruling and opposition parties to discuss so that the bills submitted to the plenary session, including the Kim Gun-hee Special Prosecutor Act, can be processed on the 19th. Speaker Woo said, “Right now, we need to focus on the emergency situation. Now, the possibility of dialogue between the ruling and opposition parties has arisen, and expectations are rising,” and added, “Resolving the legislative conflict is the priority.”
Speaker Woo said, “We must not increase public anxiety,” and added, “We request that the government and the National Assembly, based on the common goal of the people’s demands, take a step back from the special prosecution (of Kim Keon-hee and Chae Sang-byeong), and that the president and the government quickly launch a consultative body to resolve the legislative conflict as a measure to restore trust.”
Earlier, the Democratic Party and other opposition parties unilaterally processed the Kim Gun-hee Special Prosecutor Act, the Chae Sang-byung Special Prosecutor Act, which recommends a third-party special prosecutor, and the Local Currency Act, which mandates financial support for local currencies from the state and local governments, at the Legislation and Judiciary Committee on the 11th. The People Power Party did not participate in the vote, saying, “If the Special Prosecutor Act is processed unilaterally, the president will have no choice but to exercise his right to request reconsideration.”
The Democratic Party originally planned to process the three bills at the plenary session on the 12th. However, as Speaker Woo proposed processing them on the 19th, the plenary session listing is expected to be postponed until after Chuseok.
Floor leader Choo said of Speaker Woo’s proposal, “I am glad that you decided not to handle the bill on the 12th, the day when the plenary session is scheduled to have questions from the government,” but added, “I regret that you suddenly added the 19th to the schedule and called for further discussions, even though we had already agreed to hold the plenary session on Thursday, the 26th.”
Regarding the Democratic Party’s pressure to handle the plenary session on the 12th, Floor Leader Choo said, “The National Assembly is not the Democratic Party’s leader of the floor,” and “The agenda is ultimately determined through consultations between the ruling and opposition party negotiating groups, and the Speaker of the National Assembly makes the final decision there.”
On the other hand, Democratic Party lawmakers Lee Geon-tae and Jang Gyeong-tae, along with the chairman of the Legislative and Judiciary Committee Jeong, and the Democratic Party’s Park Eun-jung, held an emergency press conference that day and once again began pressuring Speaker Woo.
Chairman Chung said, “While working at the National Assembly, I have never heard of a case where the Speaker would not bring up a bill that was urgently completed by the agenda coordination committee (within the Legislation and Judiciary Committee) to the plenary session,” adding, “I am very shocked and even shocked.” He added, “The people’s desire and demand is to pass the Kim Kun-hee and Chae Sang-byung special prosecutors’ bill as soon as possible,” and “If the Speaker does not bring it up based on his personal judgment, I am concerned that the public’s evaluation of the Speaker will not be good.”
Rep. Park also said, “The speaker must consider the minds of the people and make decisions while looking at the people.”
