In a statement to MAP, Mr. Chakri affirmed that HM the King was keen to emphasize that water challenges are in reality global challenges and associated with climate change, but which require the development of urgent, effective and efficient local responses, which have a positive impact on members of society.
The expert said that the royal speech carries a strong content that is based on three dimensions, the first concerns the technical and practical aspect relating to the provision of this vital resource, through the construction of the necessary infrastructures and installations, stressing that Morocco has taken “important steps” in this area, particularly with regard to the desalination of sea water using clean energy, and the realization of major water transfer projects from hydraulic basins that experience an abundance of water to basins facing decreasing and irregular rainfall.
The second dimension, he continued, concerns the governance of water management, which must be based on a common policy between the different sectors (agriculture, tourism, economy, energy, etc.), so as to ensure optimal exploitation of available resources and to meet the water needs of the different sectors, calling on all stakeholders, at the national and regional levels, to find the necessary mechanisms to improve the governance of water management.
Mr. Chakri noted that the third dimension is related to control and awareness raising to combat the phenomenon of abusive exploitation of water resources, stressing the importance of involving citizens and civil society in policy development and governance of water management to ensure efficiency and effectiveness.
In this sense, he affirmed that the High Guidelines contained in the Royal Speech must be implemented in an optimal and appropriate manner according to “new methodological mechanisms that go beyond the negative points recorded, which will allow sustainable management of the problem of water shortage.”
