The bill for renting the Stade de France will be much heavier than expected for the Organizing Committee for the Olympic and Paralympic Games (Cojop). The amount of the contract for the provision of the enclosure of Saint-Denis (Seine-Saint-Denis), where the athletics, rugby 7 and para-athletics events will take place, should be double what had been announced in 2016. It will also be higher than the sum entered by the organizers of the summer 2024 event (from July 26 to August 11, then from August 28 to September 8) in their revised budget, mid-December 2022.

“If the provision contract is still not signed, the principles are acquired and the amount of the rent (including technical costs) should amount to 14.5 million euros”notes the Court of Auditors in a report on the preparation of the JOP that it must submit to Parliament. In October 2016, the government announced a cost of 7.5 million euros. During the review of its expenditure and revenue which it carried out in December 2022Paris 2024 had increased the sum to 10.5 million euros, recalls the Court of Auditors.

The organizers of the JOP must take possession of the premises for a non-exclusive period from March 15 to March 1is June 2024, with a number of preparatory works for the Games to be carried out (installation of 5G, reinforcement of lighting, doubling of giant screens, renovation of the athletics track, etc.), then an exclusive period from 1is June to September 20, 2024.

Concessionaire losses

These 14.5 million euros are the culmination of negotiations between the State, the Cojop and the consortium managing the enclosure (subsidiary of the Vinci and Bouygues groups) which had resumed at the start of the year. Initial discussions, initiated from June 2021, had in fact “discontinued in November 2022” because of “substantial persistent differences”had pointed out the Court of Auditors in a first report on the preparation of the JOP, made public in January.

Among these “differences” was the question of compensation for operating losses for the Stade de France consortium since, during this period of rental at the Cojop, matches of the French rugby and football teams cannot take place. , as well as some concerts. Finally, it is not Paris 2024 which will have to “full support” this compensation, as recommended in January by the Court of Auditors. Following negotiations between the State and the stadium consortium, operating losses will ultimately be “at dealer’s expense”, note the financial magistrates in their new report. The bill is estimated at 20 million euros.
