The deputy head of the LDPR faction in the State Duma, Yaroslav Nilov, who heads the committee on labor, social policy and veterans’ affairs, sent the draft amendments to the Administrative Code for conclusion to the government. According to Izvestia, the document proposes to establish fines for breaking the silence from 22:00 to 7:00. Note that similar amendments to the Administrative Offenses Code and the Housing Code have been unsuccessfully introduced for several years; Mr. Nilov was also the author of at least one bill from 2017.

According to the newspaper, it is proposed to establish a fine for noise at night in the range of 2.5 to 5 thousand rubles. for individuals, from 10 to 20 thousand rubles. – for officials and from 50 to 100 thousand rubles. – for legal entities. Mr. Nilov explains the need to introduce punishment into the Administrative Offenses Code by the fact that “the regional laws that regulate this today do not work,” since not everywhere the corresponding agreements were concluded with the police.

Note that in September 2021, the Moscow City Duma adopted in the first reading a bill establishing a fine on a progressive scale for excessive noise from cars and motorcycles. Before that, testing of cameras with directional microphones began in the city, which in the future will make it possible to measure its volume.
