In 2023, the Government of Luxembourg spent around 23 million euros on the acquisition and operation of its car fleet, informed the Minister of Mobility, Yuriko Backes (DP), in response to a parliamentary question from deputy Marc Goergen (Pirate Party).

Of the total budget of 22.9 million euros, 7,952,873 euros were used to purchase 180 vehicles, including cars, vans and 4x4s. During this period, the State disposed of 146 vehicles with an average age of 13 years.

Vehicle operating costs take up a large part of the budget in question, but vary depending on the ministries. Looking at the data presented, the ministries that spent the most were Internal Security, Mobility and Public Works and Foreign Affairs and European Affairs.

However, if we check the operating expenses in relation to the number of vehicles owned by the ministries, we observe that the Ministry of Foreign Affairs is responsible for the largest expenses, as it spends four million euros on its 10 vehicles, that is, around 400 thousand euros per vehicle.

Priority given to electric cars

This amount is 50 times higher than that of the Ministry of Mobility, which comes in second place, with an average operating cost per vehicle of 7,939 euros. The Ministry of Culture spends, on average, 4,516 euros per vehicle.

There is a fleet of 2,290 vehicles for all ministries, around 13% of which are 100% electric or plug-in hybrids. This is, in fact, a priority for the State, which is also seen in cars purchased last year: 41% are electric or plug-in hybrids.

Ministers have 15 cars, 14 of which are 100% electric or plug-in hybrids, setting their budgets per vehicle at 100 thousand and 95 thousand euros, respectively.

The Prime Minister, the Deputy Prime Minister and the Minister of Foreign Affairs have a budget of 122 thousand euros for a 100% electric car, 117 thousand euros for a plug-in hybrid and 11 thousand euros for a combustion car.
