The Governor of the Central Bank of Libya, Al-Siddiq Al-Kabeer, and his deputy, Marai Al-Barasi, confirmed, after the committee assigned by the Presidential Council arrived at the bank to receive it, “that the council is not competent to carry out procedures to change the governor and the bank’s board of directors.”

The Governor and Deputy Governor of the Central Bank reassured “all local and international parties that the Central Bank and the banking sector will continue to perform their duties.”

Al-Kabeer and Al-Barasi issued a statement regarding the decisions issued by the Presidential Council during the past few days regarding the assignment of a governor, the restructuring of the Board of Directors of the Central Bank, and the assignment of a committee to receive and hand over the management of the bank.

They confirmed that they had officially received the decisions of the Presidential Council in this regard, Tuesday morning, regarding the appointment of the governor, his deputy, and the board of directors of the Central Bank. They pointed out that Al-Kabir had held several meetings with the head of the Presidential Council and a number of other parties, the last of which was yesterday, for the purpose of calming things down and clarifying the position of the Central Bank of Libya regarding those decisions and their issuance by an unauthorized party.

They explained that “the committee assigned by the Presidential Council to receive the Central Bank attended today, Tuesday, at 10 am, the headquarters of the Central Bank of Libya in Tripoli, to implement these decisions, in the presence of a number of directors of the Central Bank’s departments.”

They stressed that “it was explained to that committee that the two decisions on which the assignment of the receiving committee was based are in violation of the law and are void because they were issued by someone who is not a specialist, as the Central Bank, according to its Law No. 1 of 2005 regarding banks and its amendments, is subject to the legislative authority, and the appointment of the governor, his deputy, and his board of directors is done in accordance with the aforementioned law and the political agreement.”

Al-Kabir and his deputy added, “The committee was handed the two statements issued by both the House of Representatives and the Supreme Council of State in particular, which confirm that the Presidential Council is not authorized to make such changes. The statement pointed out that the meeting ended and the committee left the Central Bank headquarters at 12 noon.”

Al-Kabir and Al-Barasi reassured the Libyans and all local and international parties that “the Central Bank and the banking sector continue to perform their work normally.”
