Restricting the term of office of prime minister, one of the government’s key promises in the fight against Netanyahu’s rule, was approved today in the first reading.

By a majority of 66 against 48 Knesset members, the Knesset plenum passed the amendment to the Basic Law: The Government, which defines a maximum term of office as Prime Minister, led by Justice Minister Gideon Saar. Amichai Shikli was not present at the vote, while the joint list voted in favor of the law along with the coalition.

Upon passing the law on first reading, Deputy Prime Minister and Justice Minister Gideon Saar tweeted: “Yes, we have changed the rules of the game: working for the citizens of Israel and not for the personal interests of one person.”

Under the bill, a person who has served as prime minister for a continuous period of eight years will no longer be allowed to serve in that position. The proposal stipulates that a term of office will not be considered continuous, if there is at least a three-year break in office.

Despite the claim that the law works against the possible return of opposition leader Benjamin Netanyahu, the bill explicitly states that it will not be retroactive. This means that Netanyahu will also be able to be re-elected, and will be allowed another eight years in office.

The explanatory memorandum to the bill states that a tenure as the Deputy Prime Minister in an alternate government does not constitute a tenure as Prime Minister, with regard to the proposed arrangement.
