As part of his ongoing visit to Germany, the Minister of Local Government of the National Unity Government, Badr al-Din al-Toumi, and his accompanying delegation, which includes a number of mayors of municipalities, visited the Federal Ministry of Finance.

This visit aims to “discuss ways of cooperation on the one hand and on the other hand to learn about the nature of the relationships, tasks and powers between the Federal Ministry of Finance with the states that make up the Federal Republic of Germany and the mechanisms for financial settlements.”

“Mechanisms for financial control over revenues and expenditures were also discussed, ensuring that public expenditures are used to serve the public interest and serve local interests, as well as increasing the efficiency of collecting resources, whether at the federal government level or at the state or municipal levels.”

During the meeting, they learned about “the programs and projects launched by the Federal Republic of Germany to develop its tax system and develop local fees and revenues to ensure the provision of the necessary resources to provide services.”

During the meeting, the nature of the relationship was discussed between the Federal Ministry of Finance and the federal states on the one hand with the German Development Bank for Reconstruction on the other hand, considering that the latter is the party responsible for providing loans to municipalities and that the states are the party responsible for the financial settlements to effect… Balance between resources and expenditures.

During the visit, “we met with the technical department responsible for local finance, and during the meeting we discussed the historical development of local revenues in Germany, the stages of their development, their components, and aspects of their spending, and we learned about the efforts made to provide private financial resources to meet the needs of citizens in the municipalities and states.”

On September 24, a delegation representing the National Unity Government, headed by the Minister of Local Government, Badr al-Din al-Toumi, arrived in the German capital, Berlin, accompanied by the mayors of the municipalities of Shahat, Masalata, and Zuwaila, the director of the Ministry’s General Department of Environmental Sanitation Affairs, and the director of the International Cooperation Office, in response to an official invitation, to discuss all programs. Bilateral cooperation in the local government sector between the Libyan state and the Federal Republic of Germany.
