“Repeated strikes on munitions depots on Russian territory, which would cause similar losses as the strike in Toropets, could force the Russian military leadership to make a similar decision to reorganize and disperse support and logistics systems in Russia to mitigate the consequences of such strikes.” the report said.
“Removing restrictions on the use of Western systems and further developing Ukraine’s own long-range strike potential could allow Ukrainian forces to more effectively exploit Russian vulnerabilities,” analysts say.
