Secretaries have been instructed to monitor vigorously to ensure government services at the grassroots level. Apart from this, necessary instructions are given to the secretaries regarding the implementation of morals, good governance, election manifesto and budget.
Cabinet Secretary Mahbub Hossain said this at the end of the Secretariat meeting organized in the Cabinet Room at the Secretariat on Thursday (July 4) evening.
The Cabinet Secretary said, “When the Prime Minister held the first Secretariat meeting, an instruction came to us that we should hold at least two meetings a year.” Accordingly, we calculated that we will hold a meeting in July. I was preparing from the first week of June, I wrote letters to various ministries in the first week of June to know the implementation progress of the first meeting. We held today’s meeting in view of that.
In the meeting, the progress of the implementation of the last meeting was discussed, he said, we have discussed some issues of purity. Budget implementation and election manifesto were also discussed.
Besides, the meeting suggested that the instructions given by the Prime Minister from time to time should be followed carefully and seriously in some of our official works.
Mahbub Hossain said, usually we have talked about the transparency of budget implementation. We have said that the subordinate offices from where people are served, that service should be given properly. That work should be strictly monitored. If people have any complaints they should be taken very seriously.
When asked whether there was a discussion in the secretaries’ meeting about which the image of the government has been tarnished, the Cabinet Secretary said that no specific agenda was discussed.
When asked whether there was any discussion about the corruption of government officials, the Cabinet Secretary said no. I did not discuss anything specific. We will not discuss such matters with so many secretaries.
The secretaries will control the ministries – he replied, yes. But we will not discuss the misdeeds of one or two people or any complaint by calling so many secretaries. This is very normal.
The secretary said that there is a plan to update the 2012 Code of Conduct, besides updating the Code of Conduct, the 1979 Government Servant Conduct Rules will be updated quickly and the new rules will be finalized. Hope to finalize it soon.
He said that the budget for the financial year 2024-25 is properly implemented and that the secretaries take action plans from the beginning of the year. Along with that, it has been asked to give importance to the implementation of the election manifesto and budget.
The Secretariat meeting was held in the conference room of the Cabinet Department on Thursday afternoon amid various problems and discussions and criticisms including bribery and corruption of government officials and employees, youth gangs, and the spread of drugs. This meeting of secretaries started around 4:30 pm. The meeting ended at 6:45 PM.
Cabinet Secretary Md. Mahbub Hossain presided. Ministry, department secretaries and secretary rank officers were present in the meeting.
Generally, the Prime Minister’s Secretary gives directions as the chief guest in the meeting. But this time Prime Minister Sheikh Hasina was not in the secretariat. Prime Minister Sheikh Hasina held a meeting with the secretaries at the Prime Minister’s Office on February 5 after forming the government for the fourth time in a row in the 12th National Parliament Elections. The head of government gave various directions in that meeting.
