Subsidies: Support of new and start-up businesses in two Regions

The Ministry of National Economy and Finance has announced the pre-publication of an action entitled “Strengthening of new and under-established SMEs in the areas of the Territorial Plans of Just Transition of the Region of Western Macedonia and Megalopolis”. This is an action that will be implemented with funding from the “Just Development Transition” program of the NSRF 2021-2027, with a total budget of 20,000,000 euros.

Its main objective is the creation of new and the strengthening of newly founded businesses, in order to deal with the social and economic impacts arising in these areas from the European Union’s goal of achieving zero greenhouse gas emissions by 2050.

According to the pre-publication, the action aims to implement actions that take advantage of modern technologies, infrastructure and best practices in the field of energy upgrading, the circular economy and the adoption of clean energy sources, creating jobs, at the same time as improving the products and services that produced by these companies. In addition, it promotes investment projects that focus on the use and development of modern technologies.

The action is aimed at new existing small and medium enterprises as well as enterprises under formation. Under recommendation means the companies that will submit the start of operations to the competent DOU after the electronic submission of the financing application. Newly existing means businesses that have started operations and have less than two full closed management years (for which the appropriate tax forms have been submitted), by the date of electronic submission of the financing application.

The basic conditions for the participation of businesses are the following:

1. To have the status of a very small or small or medium-sized enterprise or to be natural persons.

2. To meet the conditions of application of Reg. E.E. 1407/2013 (De Minimis) on which the action is based. More specifically, the total amount of de minimis aid received by the single undertaking in the past, including the aid from this action, does not exceed the amount of EUR 200,000 (or EUR 100,000 for the road freight sector on behalf of third parties) within a three-year period (current financial year and the two previous 2 financial years) before the time of granting the legal right to the aid.

3. To operate/operate legally.

4. To operate/operate with an acceptable, in accordance with Corporate/Commercial Law, legal form.

5. To be active in the Greek territory and to invest exclusively within the following areas:

– Region of western Macedonia.

– Municipality of Megalopolis, Peloponnese Region.

– Municipality of Oichalia, Peloponnese Region.

– Municipality of Gortynia, Peloponnese Region.

– Municipality of Tripoli, Peloponnese Region.

6. To have the eligible KAD(s) of the call before submitting the funding application or in the case of those under recommendation before the first disbursement.

7. That no aid recovery order be pending against them.

8. That they have not completed the physical object of the investment or that they have not fully implemented it before submitting the financing application.

9. To be registered in the Register of Beneficial Beneficiaries of article 20 of Law 4557/2018 (A΄ 139), as applicable.

The proposed investment plan should:

– It refers to at least one of the eligible SSCs that will be included in the annex with the eligible areas of activity (SCS) of the invitation.

– Includes costs that contribute to environmental protection and energy saving.

– Includes the creation of at least one new job (equivalent to an Annual Work Unit) during the implementation of the investment plan.

– It includes eligible costs whose cumulative total subsidized budget (including indirect costs) ranges from 20,000 euros up to 100,000 euros.

According to the published data, indicatively and not restrictively, an investment plan may include the following costs:

– Expenditures for buildings and surrounding area. Buildings, facilities and surroundings.

– Equipment and transport costs.

– Software costs.

– Expenses for providing services.

– Personnel costs.

– Indirect costs (7% on other categories).

Detailed details of the call, with the application submission period, aid rates, eligible activity code numbers (KAD) as well as other participation conditions and beneficiary obligations, will be defined in the action’s detailed call.
