Suncheon Mayor Roh Gwan-gyu: “300 People, 356 Coexistence Talk Proposals, Focusing on Resolving by November”
Suncheon City (Mayor Noh Kwan-gyu) is speeding up the resolution of citizens’ concerns. This is a follow-up measure to the ‘2024 Suncheon Mutual Growth Talk’ held 15 times by current issue, class, and region from May 3 to share regional mutual growth plans with citizens.
The city plans to hold a local progress report meeting to ensure that all 356 suggestions made in the Sangsaeng Talk are addressed without exception, and will invite the proposers to a meeting presided over by Mayor Noh Kwan-gyu in November to share the results of the project from suggestion to implementation.
▶ 356 proposals, quick progress plan, 87 cases immediately resolved, high public response
The ‘2024 Suncheon Sangsaeng Talk’ was promoted to listen to opinions by current issues, class, and region by changing the format from the ‘Dialogue with Citizens’ that had been held in towns, townships, and districts. In the Sangsaeng Talk where citizens with similar living conditions and needs gathered in one place, a total of 356 suggestions and proposals poured in from 300 people over 15 sessions.
As a result of analyzing 356 proposals, it was confirmed that 45 proposals were received by issue, 160 proposals were received by class (children, youth, seniors, disabled, cultural and sports figures, farmers, etc.), and 151 proposals were received by town/village area.
If we divide this into sectors, the areas that citizens were most interested in and suggested the most were roads, with 39 cases, followed by family welfare with 27 cases, culture and arts with 23 cases, and construction with 23 cases. In addition, more than 15 cases were received in areas closely related to daily life, such as transportation policy, cleaning resources, traffic management, youth policy, sports industry, childcare, and agricultural policy, giving an idea of the main interests of citizens.
Suncheon City completed the departmental review of the proposal and provided guidance on the future progress by phone or in writing within 7 days of each mutual growth talk. In particular, 87 cases, including 8 current issues such as drainage, environmental management, and establishment of youth economy division, were resolved immediately after the mutual growth talk and the results were notified, which received a great response from citizens.
▶ Establish a collaborative plan that crosses departmental barriers to resolve mid- to long-term and complex civil complaints
Among the 356 cases, there were some that found immediate solutions on the spot thanks to Mayor Roh Kwan-gyu’s suggestions, but there were also 88 cases of mid- to long-term projects that required mid- to long-term review, and 44 cases of complex complaints overlapping multiple departments.
The city is considering ways to solve 153 short-term plans and 88 mid- to long-term plans out of 356 cases that cannot be resolved or processed immediately, by pooling wisdom from various departments. In the case of complex civil complaints that overlap with multiple departments, a collaborative plan that crosses departmental barriers is scheduled to be established by the end of July. Once the plan is established, a report meeting is scheduled to be held in August to discuss solutions with the participation of all relevant departments.
In particular, matters involving a budget or requiring coordination and cooperation between departments, or matters requiring policy or technical review for more than one year, will be classified as mid- to long-term review items and we plan to continuously seek ways to promote them.
▶ In November, 300 suggestions from each field were invited and the mayor took responsibility for sharing progress
Suncheon City plans to have Mayor Noh Gwan-gyu personally check the process from suggestions to promotion and resolution to ensure that the opinions of citizens heard at the Sangsaeng Talk are not reviewed and evaporated in a one-time manner.
To this end, in November, 300 citizens out of the 2,000 who participated in the Sangsaeng Talk and raised their voices for the development of Suncheon City will be invited to one place, and Mayor Roh will personally answer in detail the process and results of the proposals being processed, as well as the reasons for non-processing.
