Speaking during a session on the theme “Financing the localization of sustainable development: Levers and support mechanisms for local authorities”, the vice-president of the region, Mhamed Abba, noted that the experience of this region in the implementation of global development programs is part of the avant-garde Vision of HM King Mohammed VI aimed at promoting the development of the southern provinces of the Kingdom.
This vision, he continued, tends to achieve sustainable and global development in Laâyoune-Sakia El Hamra, making this region a model of development, where economic progress is integrated into concern for the environment and the achievement of social justice.
He added that Laâyoune-Sakia El Hamra is one of the regions which has experienced multiple development programs aimed at improving the standard of living of the population and developing its infrastructure, while promoting social and cultural cohesion.
In this context, the regional manager cited the 2016-2021 integrated development programs, the reduction of spatial and social disparities, and urban planning, which reflect the region’s commitment to achieving sustainable development that meets needs. and the aspirations of the population.
According to him, these programs mainly aim to strengthen infrastructure to serve all citizens and contribute to improving the quality of life, create an economic environment conducive to investment, provide employment opportunities, especially for young people , contribute to reducing unemployment rates and increasing economic stability, preserving cultural and natural heritage, and achieving social cohesion.
The 2022-2027 regional development program perpetuates this development approach and seeks to achieve sustainable development in Laâyoune-Sakia El-Hamra through projects that take into account the preservation of natural resources and minimize impacts on the environment.
Mr. Abba added that this regional program includes several key themes that support sustainable development, including strengthening the attractiveness and competitiveness of the territorial space, developing the economic fabric of the region, promoting infrastructure and excellence, social development and integration into the labor market, in addition to preserving the cultural and architectural identity of the region.
Placed under the theme “It all starts at home: local actions for sustainable cities and communities”, the World Urban Forum, whose work began on Monday, represents the second largest event organized by the United Nations after the conferences on the climate, through the numerous activities and events that address various themes linked to sustainable and inclusive urban development.

Mhamed Abba: Of course. One significant program was the integrated development initiative from 2016 to 2021, which focused on reducing spatial and social disparities. We aimed to enhance infrastructure while also promoting social and cultural cohesion among our citizens. This initiative was crucial for providing better access to resources and ensuring that development benefits all segments of the population.

Mhamed Abba: The results have been promising. We’ve seen tangible improvements in both infrastructure and public services, which directly influence the quality of life for our residents. This holistic development is key in meeting the needs and aspirations of our people.

Mhamed Abba: That’s a critical question. We understand that sustainable development means considering environmental impacts in all our planning and execution. Our projects are designed with sustainability in mind, ensuring that we minimize our ecological footprint while maximizing benefits for our communities. Engaging local stakeholders in the decision-making process has been essential to address their concerns and needs.

Mhamed Abba: Local authorities must have access to adequate financial resources, which can come from various sources, including national government support and international partnerships. Additionally, investing in capacity-building initiatives for local leaders and stakeholders is crucial. They need the skills and knowledge to effectively implement and manage development projects. fostering collaboration between local governments, NGOs, and the private sector is vital to leverage resources and expertise.
