The objective of this roadmap is to establish a clear and coherent vision for sustainable urban mobility and a realistic action plan linked to various aspects such as governance, financing and implementation mechanisms, explained Mr. Laftit in a speech read on his behalf by the Minister Delegate in charge of Relations with Parliament, Government Spokesperson, Mustapha Baitas, during a plenary session in the House of Representatives devoted to the discussion of the report on the activities of the Court of Auditors for 2022-2023.

A study was also launched for an economic model of urban and interurban transport via buses and trams, as well as another study on the rationalization of delegated management contracts in certain cities, he said. he said, stressing that the Ministry of the Interior is carrying out an internal study to estimate investment needs for the next five years (2024-2028) in order to crystallize a new vision of delegated management which includes technical and financial aspects and the management method, and revises the support system put in place for this purpose, taking into account urban mobility plans and restructuring studies.

Concerning pre-studies linked to local development companies, Mr. Laftit affirmed that the ministry requires local authorities and their groups to integrate a feasibility study into each company creation file, which must also include a financial plan. and management in order to ensure the sustainability of these companies at least during the first years of their creation, with a statement of results.

Regarding the management of passenger bus stations, the ministry provides technical, legal and financial support to local authorities to enable them to carry out professional management and offer quality services to users, he said. noted, stressing that the objective of this support is to guarantee optimal and appropriate management and sustainability of services, the carrying out of feasibility studies and financial forecasts, the conclusion of a well-crafted and balanced contract and the implementation implementation of monitoring and control mechanisms.

In terms of school transport, the minister indicated that his department provides financial and technical assistance to the councils of prefectures and provinces, particularly those with a financial deficit, in order to improve governance and ensure the continuity and quality of services, while encouraging management methods which take into account the specificities of each prefecture or province, adding that the ministry is currently carrying out a diagnosis concerning the management of school transport in rural areas on a national scale, with a view to developing a specific guide on management procedures and methods, as well as the standards and requirements to be respected in accordance with the laws and regulations in force when concluding cooperation and partnership agreements.

On another note, the Minister of the Interior indicated that the granting of public funding to political parties and trade union organizations is carried out in accordance with the standards and rules defined by law, ensuring that the recommendations addressed to the ministry are implemented. by the Court of Auditors.

He, in this regard, noted that the Court is the body responsible, in accordance with the Constitution and the laws in force, for verifying the accounts of political parties and examining the expenses of these parties and trade union organizations during the various deadlines. elections, as well as those of the candidates, stressing that the ministry ensures the return of unused support funds for the purposes for which they were allocated.

Regarding additional annual support as part of the implementation of the High Instructions of His Majesty King Mohammed VI calling for an increase in public support for parties, while reserving a share for the skills they use for reflection , analysis and innovation, Mr. Laftit stressed that the role of the Ministry of the Interior is limited to the payment of the aforementioned aid for the benefit of the political authorities concerned in accordance with the rules established by law.
