President Gustavo Petro referred once again to the reform of the health system. The president emphasized the urgency of discussing and guaranteeing fundamental rights in the Congress of the Republic, something that has not been done since 1993.

The president defended the health reform project, which will be presented on July 20, stressing that it is not a whim of his or certain groups, but an imperative necessity.
Petro stressed the importance of reforming Law 100 of 1993 on Social Security to reduce inequality in the protection of fundamental rights. “An unequal society per se does not guarantee the rights of the majority of its population nor does it fulfill the role of the State, which is the essential purpose of the State, according to the Constitution of 1991,” he said.

The president explained that without guaranteeing basic fundamental rights, the State does not fulfill its function. “Reforming the law is essential, and the path should be to guarantee the right: guarantee the universal right to health, to a pension, to education,” said Petro.
The president stressed that the universal protection of all fundamental rights of Colombians is the central axis of the social reforms that are being proposed. “That is what is interesting at the moment, to have a Congress of the Republic discuss the fundamental rights of Colombian society. Since 1993, Congress has not discussed how to achieve universal rights in a society like Colombia’s,” he said.
Petro recalled that it is not just a matter of changing a legal text, since the 1991 Constitution already establishes these rights, but, after 33 years, they have not been achieved progressively nor have they been fully fulfilled.Talking about reforms today is not a whim of the President, or of the mamertos, or of the environmentalists, or of the radicals, it is a necessity“, the president concluded.
